The supply unit supplies control water(U), such as underground water and rainwater, to the pipe unit. The pipe unit is installed in a building(B) to be connected to the supply unit and has an open-loop structure. The pipe unit comprises a supply port, a discharge port, and a pipe body. The supply port is connected to the supply unit. The discharge unit discharges the control water to the outside.
