A present invention relates to a functional complex crude drug fermented liquid which eliminates problems such as toxicity and side effects by fermenting drug materials such as Leonurus sibiricus L., Chrysanthemum zawadskii var. latilobum, Artemisia vulgaris, ginseng, and ginger which are used as crude drugs； and a method for manufacturing the same. The method comprises the steps of: preparing Leonurus sibiricus L., Chrysanthemum zawadskii var. latilobum, Artemisia vulgaris, ginseng, and ginger as raw materials； washing and drying each ingredient； and mixing the ingredients and sugar in a weight ratio of 1:1 and fermenting the mixture. The ingredient includes 15-30 wt% of Leonurus sibiricus L., 15-30 wt% of Chrysanthemum zawadskii var. latilobum, 15-30 wt% of Artemisia vulgaris, 10-15 wt% of ginseng, and 15-20 wt% of ginger. The functional complex crude drug fermented liquid and the method for manufacturing the same hardly cause toxicity and side effects, thereby being used for long-term administration with safety for the purpose of prevention.
