SOLUTION: A motor (3) is equipped inside a main body case (10) which can be hand-carried and a rotary shaft (41) to be rotated forward and reversely by the motor and a vibration shaft (51) to be vibrated in a front-and-rear direction are provided. Then, the brush attached to the outer side of the main body case is connected so as to be freely rotated to the vibration shaft, the rotary shaft is spline-connected to the brush and the vibrations in the front-and-rear direction and the forward and reverse rotary movements are imparted to the brush.
