The present invention is composed of: a ring-shaped fish rod fixing unit with a through hole, to which a fishing rod is inserted and fixed, in the center an interval maintaining rod whose one end is connected to the outer peripheral surface of the fishing rod fixing unit and a spooling roller unit composed of a plate-shaped fixing plate whose one side is firmly connected to the other end of the interval maintaining rod, an eccentric rotation roller whose fixing frame with a cylinder shape is formed in symmetry to the both sides of the center of one end and where the top center part of the cross-section of one end is connected to the top of the other side of the fixing plate, allowing a rotation around the axis, a guide roller where a guide groove with a cylinder shape is formed along the outer peripheral surface and the center of the cross-section of one end is connected to the bottom of the other side of the fixing plate around the axis, allowing a rotation while making a contact with the eccentric rotation roller, and a pair of fixing bolts that can be connected to the eccentric rotation roller toward the fixing frame by penetrating the fixing plate from one side to other side. The present invention is installed on one side of the fishing rod, so that a fishing line penetrates the space between the eccentric rotation roller and the guide roller. When spooling the fishing line, the fishing line with no fish is passed by and while the eccentric rotation roller rotates around the eccentric axis, the fishing line is spooled quickly and reliably, so that only the fish caught in the hook can be placed between the eccentric rotation roller and the guide roller and a fisher can easily remove fish by fixing the fish line with fish only.
