Disclosed is a device for controlling a planting speed of a planter and a method for automatically controlling a planting speed using the same. The device of the present invention is equipped with multiple seed and fertilizer containers which are horizontally arranged while being supported on a frame； multiple top discharging units which discharge seeds and fertilizers accommodated in the seed and fertilizer containers while being equipped at the bottom of each seed and fertilizer container； a top drive shaft which operates the top discharging units； a drive motor which rotates the top drive shaft； multiple bottom discharging units which are provided with the seeds and fertilizers discharged from each of the top discharging units through a connecting hose, are operated by means of a bottom drive shaft, and discharge the same to the ground while being disposed at the bottom of each of the top discharging units； and a connecting member which connects the top drive shaft and the bottom drive shaft in order to be geared.
