PROBLEM TO BE SOLVED: To provide a hair conditioning agent making it possible that fingers are smoothly passed through hair without friction, when the hair is washed and rinsed, smoothness is sustained, when the hair is rinsed, and a comb is well passed through the hair, after the hair is dried, and to provide a hair washing agent composition.SOLUTION: This hair conditioning agent contains a cationic group-containing polymer which is formed by using monomers, for example, expressed by formula (I), etc., and a crosslinkable monomer as constituent monomers, wherein physical properties of the polymer obtained from measurement of dynamic shear viscoelasticity on a 2.5 wt.% solution thereof in ion-exchanged water at 25°C comprise a dynamic modulus of 1-50 Pa and a loss tangent (Tan&delta) of 0.1-0.25 at a frequency of 5Hz and a strain of 1%.
