The present invention relates to a cosmetic composition for improved dermal delivery of a functional effective compound and, more specifically, to a cosmetic composition containing a functional effective material, comprising polyol, an emulsifier, and powder, wherein the emulsifier is C20-40 pareth-10, C14-22 alcohol/C12-20 alkyl glucoside, or a mixture thereof.
