SOLUTION: The elastic gelatinous oily cosmetics easily takable in use, having excellent covering effect and matte-finished feeling, free from stickiness, lightly spreadable to form a uniform cosmetic film free from streaky unevenness and having good stability after the elapse of time are produced by compounding 1-20 mass% partly crosslinked organopolysiloxane polymer, 0.1-2 mass% solid oil and 10-60 mass% powder.
