The low aqueous solubility of roflumilast in parenteral formulations and topical emulsions, suspensions, gels or solutions can be improved by including a mixture of water-miscible solvents in pharmaceutical compositions. The mixture of water-miscible solvents can include diethylene glycol monoethyl ether (trade name TRANSCUTOL®； abbreviation DEGEE) and water. The diethylene glycol monoethyl ether to water ratio is 1:10 to 20: 1.
