PROBLEM TO BE SOLVED: To improve communication quality by suppressing deterioration of communication quality even when interference exists in a part of a frequency band being used in a case where multicarrier communication using a part of a frequency band shared with other systems is combined with a turbo encoding method.SOLUTION: A frequency selector 107 selects, on the basis of a measurement value of a reception level, a band which is not used by other systems, selects a systematic bit arranging sub band from the sub bands having measurement values of the reception level which are lower than a threshold value for each sub band (carrier frequency) of the selected band, and selects a parity bit arranging sub band from the sub bands other than the systematic bit arranging sub bands. A carrier arrangement unit 110 arranges systematic bits and parity bits in each sub band on the basis of the selection result of the frequency selector 107.SELECTED DRAWING: Figure 1
