The device is provided with a guide-in side flow channel (48) which enables a liquid storage tank (40), the uppermost liquid feeding pump, and the liquid feeding pumps which are located between an upstream side and a downstream side to be connected in series a liquid feeding flow channel (56) which enables the liquid feeding spraying pipe (56a) to be connected with outlets of all liquid feeding pumps. The device can achieve the reliable dripping and feeding of the liquid-state material at the lateral sides of the sowing and seedling positions, enables the material supply channels from the liquid storage tank (40) to the liquid feeding pumps to be connected in series, and improves the universality of the liquid storage tank (40).
