The present invention relates to a driving device for a heat insulation cover opening and closing system. The driving device is connected to a drum shaft of the heat insulation cover opening and closing system to rotate the drum shaft in normal and reverse directions to open and close a tunnel structure by using a heat insulation cover. The driving device uses a towing rope including an open rope and a closed rope to rotate the fixed drum shaft in the normal and reverse directions, tows the heat insulation cover on the inward and outward directions through the towing rope, and opens or closes the tunnel structure. An external long shaft unit extended from a driving shaft is formed to protrude from the rear side of the normal and reverse motor. A connection port is formed on the rear end of the external long shaft unit to be connected to a connector of the rotating shaft of a secondary power source.
