PROBLEM TO BE SOLVED: To provide a method wherein a substrate with a hydrophilic compound is washed more efficiently than ever before, and the substrate with lesser elution of the hydrophilic compound is advantageously manufactured in terms of productivity and cost performance.
SOLUTION: The method of manufacturing the modified substrate is characterized by washing the substrate with the surface containing the hydrophilic compound by a surfactant, and preferably grafting the hydrophilic compound to the surface of the substrate.
