The present invention relates to a circular multi-layer structure for heat storage and heat dissipation for a waste disposal apparatus using a magnetic force such as a permanent magnet. As an integrated and cylindrical steel structure is processed to allow a diameter to be narrower to be two or more multi-layered (a plurality of stages) toward an upper part, two or more lines from the center of a circle and a plurality of holes for heat storage and heat dissipation are radially formed, and heat treatment is performed more than one time to increase hardness. An outside of a steel structure is coated with ceramic generating far infrared rays, and an inside of the hole for heat storage and heat dissipation is also coated.
