The dispensing system has a movable stage and a spraying part. The movable stage is movable horizontally and is settled with a substrate (g). The spraying part sprays viscous composition to the substrate supported in the stage. The tensioning system has a horizontal movement stage and a vertical movement stage. The substrate sprayed with the viscous composition is supported on the horizontal movement stage which can move along a straightly horizontal direction. The substrate sprayed with the viscous composition is supported on the vertical movement stage which can move along a straightly vertical direction. The tensioning system forms micro needles by contacting and stretching the viscous composition on the substrate supported on the horizontal movement stage and the viscous composition on the substrate supported on the vertical movement stage.
