Provided is an aqueous fire extinguishing agent showing excellent fire extinguishing capacity, re-ignition preventing property and fire-resistance of bubbles after extinguishing fire caused by oil. The aqueous fire extinguishing agent comprises 3-20 wt.% of alkyl acid phosphate such as ethyl acid phosphate, methyl acid phosphate and propyl acid phosphate, 5-15 wt.% of sulphamic acid ammonium, 10-25 wt.% of urine, 5-15 wt.% of glycol such as ethylene glycol and propylene glycol, 0.03-0.1 wt.% of hydrocarbon-based surfactant, 0.05-4 wt.% of fluorine-based surfactant, and pH adjusting ammonia water.본 발명은 발포성 수용액으로 이루어지는 수계(水系) 소화약제에 관한 것으로,소화성능, 재착화(再着火)방지성, 기름화재 소화 후의 거품의 내화성에 뛰어난 수계 소화약제를 제공하는 것이며, 알킬애시드포스페이트 3∼20중량％, 술팜산암모늄 5∼15중량％, 요소 10∼25중량％, 글리콜 5∼15중량％, 탄화수소계 계면활성제 0. 03∼0. 1중량％, 불소계 계면활성제 0. 05∼0. 4중량％, pH조정용 암모니아수를 함유하는 발포성 수용액으로 이루어지는 것을 특징으로 한다.
