Transdermal therapeutic system (I) for administering an active agent via skin, comprises layers arranged in an order of a cover layer, an active substance layer comprising a polymer matrix containing the active substance, an active agent-release control membrane, an adhesive layer comprising an adhesive agent and a pull-off layer, where the active agent is rivastigmine or its salt, hydrate, solvate or derivative and the polymer(s) of the polymer matrix contains no free hydroxyl groups and carboxyl groups. An independent claim is included for the preparation of (I) comprising preparing an active substance layer containing component, where the layer comprises the cover layer and active layer, and the active layer is arranged on the side of the cover layer and is intended on the skin-facing side； preparing an adhesive layer containing component containing a pull-off layer, where the pull-off layer is present on the adhesive layer and optionally on the active agent-release control membrane and successively laminating the above components such that cover and pull-off layer in cross-section view of manufactured (I) are opposite extreme layers.
