The present invention provides a wave aeration device for culture pond with surface and bottom layer circulation and turbulence, which is to configure an auxiliary impeller and a rotary water stirring assembly with buoyancy and capable of floating on the water surface on top of a submerged motor sunk into a culture pond. When the submerged motor pumps the pond water at bottom layer and utilizes the water flow to drive the auxiliary impeller, the power generated by the rotation of the auxiliary impeller may drive and rotate the water stirring blades of the water stirring assembly to disturb the water surface and rotate to form a wide range of wave, which cannot only increase the amount of dissolved oxygen in water, but also enable the pond water at bottom layer flowing toward the upper layer, and thus exchange the pond water between surface layer and bottom layer in circulation. By contacting the surface layer with the air, the excess carbon dioxide may be dissipated into the air, and the oxygen may be dissolved in the water at surface layer and then uniformly distributed around the culture pond.
