SOLUTION: A wave height related value acquisition means 10 acquires the wave height related values of an electrocardiogram every period. A wave height related value frequency analyzing means 12 makes a frequency analysis of the wave height related values obtained as time series data and obtains magnitude for every frequency component. A wave height related value LF component computing means 14 computes LF components based ON the frequency components of the wave height related values. An interval acquisition means 4 acquires intervals of feature points of cardiac waveform (e.g., time intervals of R-wave and R-wave) based ON the obtained electrocardiogram. An interval frequency analyzing means 6 makes a frequency analysis of intervals of feature points obtained as time series data and obtains magnitude for every frequency component. An interval HF component computing means 8 computes HF components based ON the frequency components of intervals of the feature points obtained by the interval frequency analyzing means 6. An analyzing means 16 determines relaxation based ON the change of the wave height related value LF components and interval HF components.
