An objective of this invention is to provide a composition that does not deteriorate the hydrophobic properties of a hydrophobic powder even in a powder-oil-in-water state.The powder-oil-in-water composition of the present invention contains: a hydrophobic powder, an oil phase for dispersing the hydrophobic powder, and a water phase for dispersing the oil phase, and a core-corona micro gel having hydrophilic groups partially provided on a surface of a hydrophobic gel is used as a dispersant for dispersing the oil phase into the water phase.本發明所欲解決之問題，係提供在水中油中粉體型之形態下，亦不損及疏水性粉體所具有之耐水性的組成物。本發明之水中油中粉體型組成物之特徵為包含：疏水性粉體、分散有前述疏水性粉體之油相、及分散有前述油相之水相，且係使用在疏水性膠體微粒表面部分地設有親水基的核-冠型微凝膠作為使前述油相分散於水相之分散劑。
