The present invention relates to a vegetation mat and a seedling raising structure using the same, and the invention comprises: a base member which is made of a bio-degradable material a mat unit which is combined with an upper part of the base member by a coupling means such that a filling space is formed in the upper part of the base member, and has a cover member that is made of a bio-degradable material and a vegetation member which is filled into the filling space, and has a bio-degradable speed adjustment member for adjusting the bio-degradable speed of the base member and the cover member.
