To provide an O/W type makeup cosmetic which hardly causes twisting during application while containing a coloring pigment.SOLUTION: There is provided a makeup cosmetic in which the inner phase is an oil phase, the outer phase is a water phase and a closed endoplasmic reticulum formed of an amphipathic substance or polycondensation polymer particles having a hydroxyl group are interposed between the oil phase and the water phase.
