PROBLEM TO BE SOLVED: To provide a device which comprises an invasive electrode and a noninvasive electrode, and a method which can improve the efficiency and harmless property of electrotransfer, which can reduce toxicity thereof and which can reduce the degree of muscular contraction.SOLUTION: A device is used for optimum delivery of an active principle 36 to human or animal tissue for chemical treatment or gene therapy, using an electric field or an electric current. The device comprises an electrode 9 that is connected to a current generator.
