The second agent comprises oxidant. The first agent further comprises buffer and non-ionic polymer film former. The alkaline chemical is ammonia. The buffer is selected from ammonium chloride, ammonium carbonate, ammonium sulfate, ammonium nitrate and ammonium salt.
