The purpose of the present invention is to provide a water-in-oil type emulsion cosmetic material which has a thick feel, undergoes phase inversion so as to give a moist feeling such as that of water flowing, and exhibits excellent emulsion stability. The present invention relates to a water-in-oil type emulsion cosmetic material characterized by: containing at least one type selected from among high molecular weight polyether-modified silicones having specific structures, (B) a silicone surfactant having a HLB value of 2-5 (excluding surfactants that correspond to component (A) above), (C) an organically modified clay mineral, (D) 72-83 mass% of an aqueous phase, and (E) an oil agent； and in that the oil agent (E) contains (e1) at least one type of hydrocarbon oil selected from among non-polar hydrocarbon oils and lowly polar hydrocarbon oils and (e2) at least one type of silicone oil.La présente invention vise à fournir une matière cosmétique à émulsion de type eau-dans-huile qui a une sensation épaisse, subit une inversion de phase de façon à donner une sensation humide telle que celle de l'eau s'écoulant, et présente une excellente stabilité d'émulsion.
