Disclosed are dispersions with excellent dispersion characteristics, and cosmetics wherein same are blended. (a) A titanium oxide-treated powder that has been hydrophobized, (b) one, two or more oils selected from isohexadecane, isododecane, 2-ethylhexyl 2-ethyl hexanoate, isononyl isononanoate, 2-ethylhexyl isononanoate, isononyl 2-ethylhexanoate, and polypropylene glycol dipivalate, and (c) a siloxane compound represented by the general formula R1aR2bR3cSiO(4 – a – b ‑ c)/2, particularly polyoxyalkylene/alkyl co-modified organopolysiloxane, are blended.Linvention concerne une dispersion doxyde de titane possédant dexcellentes propriétés de dispersion, ainsi quun produit cosmétique la contenant.
