The present invention provides a system for cutting ligament or soft tissue in the body, comprising a flexible wire-like cutting element which has a smooth surface, a fetching tool and an imaging device. The fetching tool has a rigid, needle-shaped distal part. The length of the distal part is long enough to be extended from the first position which is laterally adjacent to the ligament to the second position which is also laterally adjacent to the ligament and opposite to the first position. Further, the apex of the distal part enables it to enter into the body from the first position, and move along one side edge of the ligament and come out of the body from the second position. The engaging and releasing structure at the distal part can be engaged with the cutting element at the second position, and in the course of returning along the original path, it is kept to engage with the cutting assembly until it returns to the first position outside the body where it will be released from the cutting assembly.
