(Solution means) In the oil-based composition of the present invention, water, a polyether-modified silicone having an HLB value of 3.5 or more and less than 6.0, and decamethylcyclopentasiloxane are blended. As polyether modified silicone, a polyoxyethylene methyl polysiloxane copolymer is preferable.
