The present invention relates to a functional regulating antibody, which is specifically bound to a dermal papilla cell and a dermal sheath cell and has effects of growth, survival, and activation of a cell, and use thereof. More specifically, the present invention relates to a pharmaceutical/cosmetic composition for preventing hair loss or promotion of hair growth prepared by using the functional antibody and a method for preventing hair loss or promoting hair growth. According to the present invention, the functional antibody is bound to a receptor protein, expressed specifically to the dermal papilla cell and promotes growth, survival, and activation of the dermal papilla cell by transmitting a cell signal, and, subsequently, promotes hair growth. Therefore, during processes of preventing or treating hair loss, a user can fundamentally approach hair loss and perform a target treatment.
