A dispensing applicator includes a container configured to contain a fluid, the container including an inlet end having an opening and an outlet end, the container containing a predetermined volume of fluid； an attachment member received within and secured to the container, the attachment member including a length portion including a frangible section, the frangible section including a tongue element； an end face member secured within the opening of the inlet end, the end face member defining an opening； a sealing member that fluidically seals the opening of the end face member； and a fracture anvil having an interior interference geometry configured to slidaby receive the tongue element during an assembly and wherein a rotational movement of the fracture anvil relative to the tongue element causing the interior geometry to interfere with said tongue element such that fluid is released from the container while said tongue element remains attached to the frangible section.
