Provided is a transparent to semi-transparent liquid cosmetic material which contains (a) 0.01 to 3 mass % of an oil component and (b) a hydrophilic surfactant selected from among a polyoxyethylene hardened castor oil and a polyoxyethylene phytosterol and which has an L value of 60 or higher, wherein isostearyl alcohol accounts for 60 mass % or more of the oil component (a).
