PROBLEM TO BE SOLVED: To increase estimation accuracy on drivers condition including drivers arousal level.SOLUTION: An arousal level estimation system 11 includes an initial residual error setting unit 38 that sets a residual error (minimum value in an initial setting period), which is a reference of the driver in the residual errors calculated by a residual error calculation unit 33, as an initial residual error when a vehicle Ca starts operation, or in an initial setting period from a point when a travel scene including situation of a road on which the vehicle Ca is travelling changes until a predetermined time elapses. An arousal level estimation unit 41 estimates the drivers arousal level based on a comparison result between the initial residual error set by the initial residual error setting unit 38 and the residual error calculated by the residual error calculation unit 33 after the initial setting period has elapsed.
