A medical device comprising: an inflatable element that has opposite ends, a smaller deflated profile and a larger inflated profile, and a working length; an annular element having opposite ends, wherein said annular element can be shifted to any position between opposite ends of a deflated inflatable element, and when one of the opposite ends of said annular element increases in diameter, the other end of said annular element decreases in diameter when the inflatable element is inflated .2. The medical device according to claim 1, wherein the increase in the diameter of the annular element from one of the opposite ends is due to the inflatable element. The medical device according to claim 1, wherein reducing the diameter of one of said opposite ends of said annular element limits the inflation of a portion of said inflatable element. The medical device according to claim 1, wherein said inflatable member is located over an elongated member. The medical device according to claim 4, wherein said elongated element is a catheter or catheter guidewire. The medical device according to claim 4, wherein reducing the diameter of one of the opposite ends of said annular element causes said opposite end to contract around said elongated element. The medical device of claim 6, wherein compressing one of the opposite ends of said annular element around said elongated element results in densification of at least one end of said inflatable element.
