The present invention relates to a pharmaceutical composition which contains nonsteroidal anti-inflammatory active ingredients is conveniently used and maximally absorbed into the affected part, and reduces skin irritation by forming a film when applying the pharmaceutical composition to an affected part； and a method of preparing the pharmaceutical composition. The pharmaceutical composition for forming a film of the present invention comprises: a) one or more nonsteroidal anti-inflammatory active ingredients； b) a film forming material； c) a C_8-C_24 fatty acid alcohol； d) a surfactant； and e) a C_2-C_4 alcohol having a boiling point of 100°；C or less. The pharmaceutical composition is conveniently used since the pharmaceutical composition is not sticky like an existing external preparation, and is not coated on cloth or the like by rapidly forming the film when being applied to the affected part. Further, the pharmaceutical composition can be easily applied even to regions such as finger joint, knee and elbow where a patch such as a plaster is difficult to be attached. Further, the pharmaceutical composition can maximize treatment efficiency by remarkably increasing drug absorption into the affected part from a formulation, and can minimize abnormal skin symptoms such as rubefaction and the like although the pharmaceutical composition is applied to the skin for a long time since the pharmaceutical composition is less skin irritant.
