PROBLEM TO BE SOLVED: To provide a solid powder cosmetic in which an oil solution is dispersed uniformly even in slurry prepared using water, being excellent in feeling of use, and having sufficient shock resistance.SOLUTION: Single or two or more types of mixed solvent selected from water and aqueous solvent are mixed with a cosmetics base material containing a powder and an oil solution, and filled in a container, then the solvent is removed to obtain the solid powder cosmetic.
