The present invention relates to a composite pigment in which a surface of a hydrophilic inorganic pigment is treated with a hydrophobic silica pigment, and a method for manufacturing a composite pigment by surface-treating the surface of the hydrophilic inorganic pigment with a cationic surfactant and the surface of the hydrophobic silica with an anionic surfactant. The composite pigment according to the present invention is a composite pigment whose surface is treated with an organic pigment or an inorganic pigment. With a simple treatment process and a mild reaction condition without any severe conditions such as strong acid, strong alkali and high temperature, the hydrophilic pigment and the hydrophobic pigment are combined effectively using electrostatic attraction of positive charges and negative charges. Hydrophobicity, skin affinity, safety and stability can be enhanced, thereby obtaining an economical effect.본 발명은 친수성 무기안료 표면에 소수성 실리카 안료가 처리된 복합 안료, 친수성 무기안료의 표면은 양이온성 계면활성제, 소수성 실리카는 음이온성 계면활성제를 표면 처리하여 복합 안료를 제조하는 방법에 관한 것이다. 본 발명에 따른 복합 안료는 유기안료 또는 무기안료가 표면 처리된 복합 안료로 단순한 처리 공정 및 강산, 강알칼리, 고온의 가혹 조건이 없는 온화한 반응 조건으로 양전하와 음전하의 정전기적 인력 및 물리적 흡착을 이용하여 친수성 안료와 소수성 안료를 효과적으로 결합시켜 주고 소수성 및 피부친화성, 안전성 및 안정성을 개선시킬 수 있으며, 경제적인 효과를 얻을 수 있다.
