The present invention provides, at low cost, a seeded paper for significantly saving the labor in seeding, in the production of immature vegetables and others in the hydroponic culture. A long base sheet that is a thin paper like toilet paper, and made of water-decomposable paper is supplied from a base sheet supply section A, and a water-soluble adhesive is applied to a surface of the long base sheet at a predetermined interval in an adhesive applying section C. Multiple seeds 13 are placed on the surface of the long base sheet 11, and then the long base sheet 11 is put up so as to remove seeds that do not adhere to the adhesive from the long base sheet 11. Thereafter, in a base sheet transportation/seed pressing section E, the long base sheet 11 is pressed by a pair of rollers 51 and 52 softer than the seed 13, thereby producing a seeded paper 15. In the seeded paper 15, a plurality of concave portions are provided on the long base sheet 11, and have a plane shape approximately equal to a shape of the target seed 13 and depth of one tenth to equal to a height of the target seed 13, and the target seed 13 adheres to an inside area of each of the concave portions by the water-soluble adhesive.
