The invention relates to an oil-in-water type emulsion solid cosmetic material. Specifically, the invention provides an oil-in-water type emulsion solid cosmetic material which has the characteristics of an oil-in-water type emulsion cosmetic material which are moist, cool and refreshing in use and excellent in skin adhesion, also has good access of a cosmetic applicator and a smooth feeling in use, and is high in form maintenance and excellent in portability in continuous use. The oil-in-water type emulsion solid cosmetic material in the invention contains 1.0 mass% to 3.5 mass% of (a) agar and 0.05 mass% to 1.0 mass% of (b) acrylamide water-soluble thickener agent.
