The emulsion includes silicone oil and water-soluble zinc salt such as zinc chloride and zinc sulfate. Phase separation is prevented with an emulsification system that includes a gum blend and salt-tolerant emulsifier. The gum blend includes at least one gum and propylene glycol alginate.
