PROBLEM TO BE SOLVED: To provide a new antiseptic, especially the antiseptic expressing excellent antiseptic action when used for water-based compositions such as an ophthalmic agent and the like, and a water-based composition provided with excellent antiseptic action.SOLUTION: The antiseptic comprises (A) at least one species of compounds selected from diphenhydramine, chlorpheniramine or their salts combined with (B) boric acid and/or a boric acid salt.
