The device comprises: a hopper unit which is equipped with a filtering sieve therein an agitating unit which includes an agitating chamber connected with the bottom of the hopper unit, one or more agitators disposed in the agitating chamber, and a hot air means which provides hot air into the agitating chamber a transferring unit which includes a transferring chamber connected with the bottom of the agitating chamber and one or more transferring screws disposed in the transferring chamber and a fodder discharging unit which is disposed at the end of the transferring screw and is equipped with a fodder molding frame having a plurality of molding holes formed therein and with a cutting unit which cuts the fodder discharged through the molding holes.
