<；P>；PROBLEM TO BE SOLVED: To provide a structure of covering sand not flowing by waves and ocean streams, gentle to environment by covering bottom sediment in a worsening environment, with sand and stone materials hard to flow than the bottom sediment. <；P>；SOLUTION: The structure of covering sand comprises a sand covering material 3 covering a sand covering point 2a of the bottom sediment 2, having Shields number less than the Shields number of the bottom soil 2, and marine embankment material 4 having Shields number less than that of the sand covering material 3.
