PROBLEM TO BE SOLVED: To provide: a hydroxyl radical generator which is capable of efficiently generating hydroxyl radicals an antiviral material comprising the hydroxyl radical generator and a method for generating hydroxyl radicals.SOLUTION: A hydroxyl radical generator is composed of a mixture that contains a titanium oxide powder and a powder or solution of an additive that is composed of at least one substance selected from the group consisting of a partial hydrate of dolomite, silver oxide, aluminum hydroxide, aluminum oxide, magnesium hydroxide, calcium hydroxide, potassium hydroxide and sodium hydroxide.
