PROBLEM TO BE SOLVED: To provide a holder for cold insulation, capable of appropriately performing cold insulation along the neck of a user and continuously performing the cold insulation, and to provide a method of manufacturing the holder for cold insulation.SOLUTION: A holder for cold insulation is constituted of a cold insulation body filled with a cold insulator used for cooling the neck, and a cloth body for storing the cold insulation body.
