PROBLEM TO BE SOLVED: To set an inclusion concentration of powder to a predetermined one without generating a pulsing motion of the powder.SOLUTION: A powder supply apparatus 10 including a constant volume supply device 12 of the powder P includes: a container 15 that includes a take-in opening 18 and a discharge opening 19 of the powder P at a rear step of the constant volume supply device 12 an stirring means 16 (stirring feather) that floats and fills the powder P in the container 15 and a pulsing motion control device that takes in the powder P discharged from the constant volume supply device 12 from the take-in opening 18 within the container 15 and alleviates or eliminates the pulsing motion by floating and filling the powder P by using the stirring means 16 (stirring feather) before discharging the powder P from the discharging opening 19.
