A drug releasing and detecting device comprises a detecting tube which is assembled with one end of each of a drug delivery tube, a fluorescent tube and an optical fiber and is utilized to enter a to-be-detected substance so that a drug can pumped to the to-be-detected substance by a first syringe pump via the drug delivery tube. The fluorescent tube connected with a second syringe pump is utilized to deliver a first fluorescent substance and a second fluorescent substance, in which the first fluorescent substance is diffusively attached to a space environment cell in the to-be-detected substance, and the second fluorescent substance is diffusively attached to a not-to-be-detected autologous cell with specific physiological activity in the to-be-detected substance.
