A filter processing unit (25) applies a filter which alleviates a high-frequency domain to a second image which is generated by an image process including at least an enlargement process being applied to a first image which is captured using an endoscope. An image reduction unit (26) applies a reduction processing to the second image after the filter is applied thereto and generates a third image. A filter setting unit (24) sets filter characteristics on the basis of at least information relating to a maximum frequency constituent which is reproducible with the first image and information relating to a maximum frequency constituent to be reproduced with the third image.
