The dispersible powder is characterized by: the surface treatment agent being selected from organopolysilixane surfactants having a weight average molecular weight of 300–20,000； the organopolysilixane surfactants having, as a hydrophilic group, at least one organic group selected from a glycerine group, an amino group, a carboxyl group, and sugar residues； the weight ratio between the hydrophilic group and the total organopolysilixane surfactant being no more than 4.0, when the hydrophilic group is 1； and not having a polyoxyalkylene group.
