PROBLEM TO BE SOLVED: To provide a cosmetic composition or a care composition easily spreading on skin, having a thick texture and remaining as a creamy form during application.SOLUTION: The cosmetic composition in the form of a water-in-oil type emulsion comprises at least two kinds of different emulsifiable silicone elastomers. The total content of the emulsifiable elastomers exceeds at least 3 wt.% based on the total weight of the composition.
