PROBLEM TO BE SOLVED: To provide a plasma generator capable of stably generating plasma while keeping discharge voltage low.SOLUTION: A plasma generator 3 includes: a first electrode 8a and a second electrode 8b facing each other a first high dielectric constant layer 11a provided on an opposing surface side to the second electrode 8b, of the first electrode 8a and a second high dielectric constant layer 11b provided on an opposing surface side to the first electrode 8a, of the second electrode 8b. The first electrode 8a and the second electrode 8b have high resistance layers 9a, 9b and low resistance layers 7a, 7b.
